MODULE-1 Powers and functions of people’s representative at different tiers of governance.
Syllabus:
· Members of Parliament.
· Members of State legislative Assemblies .
· Functionaries of rural and urban local self-government from Zilla Parishad , Municipal corporation to Panchayat/ ward.
· Objectives of the study:
· India is a democratic country. Hence it becomes the responsibility of every citizen to know the powers and functions of our MPs, MLCs, MLAs , how they contribute and help us in solving our local problems.
· India is a democratic country. Hence it becomes the responsibility of every citizen to know the powers and functions of the functionaries in the rural and urban local bodies, how they contribute and help us in solving our local problems.
· To raise them as competent individuals conscious of their ethical responsibility in terms of social rights and civil liberties.
· To help students prepare for successful careers in the academy, national and international institutions (public, private and/or non-profit), non-governmental organizations, governmental bodies, and the media.

Syllabus: Supporting the legislative practices.
· How a bill becomes the law.
· Role of the standing committee in reviewing the bill
· Legislative consultants.
· The framing of rules and regulations.
· Objectives of the study:
· Enable the present day student to understand the procedures in making laws.
· This chapter brings to the notice of the student about the role of standing committee in reviewing the bill.

By the end of the course, the student will be able to
CO1 :Demonstrate a broad and deep understanding of A bill, types of bills introduced in parliament. CO2 : Distinguish between a Private bill and a Public bill. CO3 : Distinguish between a money bill and a ordinary bill. |

Module–III. Supporting the Legislative Committees.
Syllabus
Types of committee.
Role of committees in reviewing government finances, policy, programmes and legislation.
Objectives of the study:
· Enable a student to understand the various types of committees (Permanent and Adhoc), in parliament, their contribution for the success of working of a parliamentary democracy.
· Enable a student to understand how the finance committees, scrupulously audit the nation finances and detects the scams committed by the Ministries, they act as a watchdog on the public finances.

· Overview of the Budget process.
· Role of the Parliament in reviewing the Union Budget, Railway Budget.
· Examination of Demands for grants of Ministries.
· Working of Ministries.

: Enable a student to understand the whole process of
Preparing, presenting and approving the National
budget.
Enable a Student to understand how Parliament exercises control over finances and expenditures made by the central government, by various central ministries.

· In this globalised world every Indian citizen and legislator must be aware of basics of communication in print and electronic media.
